Long range temperature and precipitation forecast

The National Weather Service Climate Prediction Center posts a ‘long range forecast’ for temperature and precipitation. They have a 1-month and 3-month estimation of above/below normal precipitation and temperature.

What goes into making these forecasts? How is it possible to predict even ~roughly~ what will happen multiple weeks in the future?
